That is no big deal. Those markets are thinly traded and thus highly manipulated. It's a question of access to be able to move that part of the trading day.
If it were free and uncontrolled a few of us anons could pool money and move the mkts with relative ease.
"If" it were free. Could be done most likely once but you would not get a second chance or have some issue with your transaction, have it busted or whatever they want to make up to stiffle any price discovery.
