House can't pass anything without Senate and POTUS agreeing to it. D's in House have 3 choices:

 

(1) Don't pass any spending bills, which means a government "shutdown," which is the last thing big spenders want. But they might do it anyway and try to blame it on POTUS and R's.

 

(2) Pass an omnibus bill, which they did for many years, which means POTUS can spend the money any way he wants, which D's won't want.

 

(3) Pass a real spending bill that has Senate and POTUS agreement.

 

Which will it be?

No such thing as "upper" and "lower" chamber in the Constitution.

 

That wording by Q is nonsense.

 

Both chambers have oversight. Though, if it is split control, then they will be investigating different things.
