It certainly would put those no longer in office in jail. But sitting House members?
I can't imagine any of them needing to be involved in a DOJ/FBI/CIA Trump spying operation. You'd want to keep that circle small.
BUT (as FbiAnon said, CF is where it is at), if FISA(s) were granted for Clinton Foundation investigations, then that would ensnare many in both houses. CF was the kickback machine to all uni-party members.

Recall, McCain was "put to death" (Kasich slip of tongue) while Comey, et al are still walking around. That can't be FISA campaign spying related … sound more Clinton Foundation treason related.
