Some places paper ballots did NOT list ANYONE else, you'd have to write someone in, knowing their name or having thought to bring along a list for random stuff.
Luckily I knew most of what was going on aside from one or two school things not really in my immediate area.
That'd be one way. If no one knew who tf was running against them.
