Either branch of Congress, the House or the Senate can initiate legislation, but it must pass BOTH the House AND the Senate to go on for the President's approval, only then does a bill become law. If the President vetos it, it must then be passed by a 2/3 majority of both houses to over ride his veto. This is a good example of the ignorance of far too many people of even the BASIC way our government functions!
