I think that Sessions played a very important role - a stealth bomber that headed Hubers' investigation. The stealthiness was necessary because the whitehats didn't have the senate yet, so an active investigation wouldve been fruitless.

now that they have the senate, there is no need for stealthiness, the whitehats can go to full carpet bomb mode.

Sessions cannot all of a sudden unrecuse himself, think optics, so there is no other way than to replace him.

Also I believe that his main task was heading Hubers' investigations which led to 60000+ sealed indictments, now the whitehats need an AG that is a specialist for corruption PROSECUTION, I have a feeling that Whitaker is more experienced in this specific field, just as sessions was the more qualified man to lead the Huber investigation.
