It's my understanding (I could be wrong) that the minute POTUS declassifies something, it is literally declassified. - no need for redactions or any further review. POTUS ALLOWED IG & RR to review, but they can only make suggestions.
Also, it is not illegal to leak declassified documents, although we have seen no leaks of FISA etc.
