How do you catch a FISH? With bait and a hook. You distract it with bait and it comes to eat the bait and gets hooked. The HOUSE was the bait. They focused entirely on the house - EVEN THOUGH FISA BRINGS IT DOWN.
They took the BAIT but got caught hook, line and sinker because they LOST the senate and once FISA comes out, LOSE the house. That would be devastating. And Mueller is gone.
