Lots of collateral damage in a sudden 10-day stop, lots of good people unprepared for such, personally and professionally. Too much suffering and much more backlash after that scenario runs it's course. I'm not too sure that POTUS heart or mind would allow that w/o fair warning to ALL.
Too dramatic, much too dramatic. The idea is the keep the population CALM, and to only use MIL assets where & when necessary. Forces everywhere? nah, someone panics thinking it's EOTW & starts going after MIL. Now THEY are on the hook and shit gets more complicated as word spreads. Clean and swift is the objective.
