Too dramatic, much too dramatic. The idea is the keep the population CALM, and to only use MIL assets where & when necessary. Forces everywhere? nah, someone panics thinking it's EOTW & starts going after MIL. Now THEY are on the hook and shit gets more complicated as word spreads. Clean and swift is the objective.

Most folks should still be able to go about their normal day w/o any major interruptions. And those interrupted should be warned ahead of time, not suddenly stuck at home or stranded where ever they are.

Yeah I would think so. This whole intel op is designed for us to keep people calm when SHTF, doesn't sit well with me that MIL would cause a lot of ruckus for everyone (major cities especially) for specific high-value targets that aren't worth the lives of citizens being disrupted. MIL is well aware of ow fragile these people (who have no clue what's happening) are, as well as who fragile society as a whole is. Stopping the gas & groceries from flowing for any length of time is only you're asking for trouble.
