Things are different now that Congress is split, Republicans are no longer fighting against themselves. Congress has a clear majority (ie: someone gets a cold and you don't have a majority) - and can move the plan forward.
Think about it - why did POTUS wait only ONE DAY before moving to wartime, hard tactics?
