You are correct. But nobody implied here that Martial Law would be declared. I highly doubt POTUS would do that. Instead I think Q was implying that the Deep State is trying to force martial law. Because if Martial Law is applied, the criminals could flee the sinking ship. And you can be sure, that Trump clearly does not want that. He has them here and now, in the House, and he will bring it down, along with the criminals inside it.
