You're correct, Anon, but you know that heh. The Army, Navy, USAF, and USMC are prohibited from conducting operations on American soil. That isn't the exact verbiage but same thing. Coast Guard isn't subject to this prohibition. NG is not subject under 32 USC (National Guard). Also suspected to be exempted are JSOC units (Delta/CAG/ACE, ST6/DEVGRU, AF 24th STS, etc). Supposedly Clinton exempted them in a classified EO.
