You really need someone with legal experience to check this. It is entirely possible that only a few states have a real increase over the normal. So somebody could have analyzed all districts, picked the ones closest to normal, and claimed that they were a random sample.
The pharma industry does this kind of faking statistics all the time. So you can't go by just one person's writeup. Someone who really understand the legal system would be able to point out a district that really does have more sealed documents than normal.
