Yeah, if you're in line and when it's time to sign in to vote, your identity cannot be confirmed, you can cast a provisional ballot, which will be counted pending confirmation of your identity. It could be that they are filling out provisional ballots under John Doe and Joe Schmoe, and pretending they confirmed the ID in the system, but I don't know how they'd go about fooling the system since Joe Schmoe wouldn't be registered. Perhaps they filled out provisional ballots for registered voters who didn't turn out for the election.
And it would explain why they had to wait so long to count these ballots, because they needed time to figure out who didn't vote and then enter ballots in their names into the system
