Do some searches and you'll see that these issues have been popping up over there for years but they're always swept under the rug.
The witnesses seem to be very clumsy, suicidal or just have uncommonly bad luck – odd, that.
This is pure guessingfag here but I'd suspect POTUS ordered a deep check on USN sub skippers a long time ago.
The cabal probably has some sailors but none in obvious positions of authority.
