China uses expensive lobbyists to help execute their activities through Congress members. Senator Feinstein and House Member Sheilah Jackson Lee are only two of the many Congress members who make annual trips to China. Feinstein's husband, Dick Blum, does business with China. In the 1970's the President of San Francisco State University, Dr. Wu and the President of San Francisco City College, Tom Hsieh were charged with criminal offenses for bringing illegal, student-age Chinese into San Francisco and putting them in work-study programs. The City college campus went from a racially balanced campus to approximately 40% Chinese foreign students. The City College students were allowed to matriculate to most University of California campuses, in a special program, without any application so schools like Cal-Berkeley had no idea they entered the country illegally. The foreign students did 2 years of their survey courses at City Colleges then went directly to University of California campuses to finish their last 2 years. This was exposed by a dean at San Francisco City College, Dr. Portillo. Cal-Davis allegedly has a majority of work-study teaching assistants now who are Chinese nationals; this is a scholarship.
