I wrote that comment. "Incarnated extraterrestrials" means members of positive ET races (Pleiadians, Sirians, Arcturians etc.) coming to Earth with their souls to live as surface Earth humans. It was intended for 40k+ anons discussing ETs&spirituality back when it was considered too fringe even for this board and I didn't want us fighting over that. That crumb was so fitting at the time I just had to post it, because it explained why Cabal failsafes prevent so many positive developments and make everything from declassifying memos to ET disclosure so painfully slow.
