Sessions had recused himself from the Mueller Russia investigation, so he could not challenge Rod Rosenstein about release of the unredacted FISA documents or the scope of the investigation. Session's resignation allows the next part of the plan to start with proper oversight of the Mueller investigation and release of the unredacted FISA documents.
