Seems to be detailing the protocall for "Consent Decrees" between the DOJ and state/local governments in cases of allegations of legal violations. I am no lawfag, but from what I gathered this document is talking about appointing monitors from the DOJ to ensure that investigations can take place properly and plans of action are followed.

Gotcha, that article puts the spotlight on just the police department. It encompasses much more than that…..

I'm not sure what the rule was before…but per these snippets it looks like they can investigate allegations referred to them at a state/local level if any of the listed scenarios are present….without court order.

 

I could be way off here….Idk, just trying to interpret what I'm reading. I imagine one of his final actions would be pretty important and the date is hand written on this memo.
