I think that Q has different primary meaning in mind for each spelling: PAIN, Pain, pain, P_A_I_N

What happens when you compare the participation counts in the election, maybe the number of ballots handed out, or the people through the door at a polling station, with the total number of votes cast? Is there a discrepancy? Because that brings the auditors swooping down on the place where the criminals are hard at work.
