yes it was part of the cabal long term plan and run up to the federal reserve and income tax and all the other powers the govt grabbed between 1910 and 1940

 

The amended Joint Resolution was adopted by the Senate on a close vote in May of 1911. Over a year later, the House accepted the change, and the amendment was sent to the states for ratification. On April 8, 1913, three-quarters of the states had ratified the proposed amendment, and it was officially included as the 17th Amendment.

hussein et al and othere before him abused tis tool to force state and local govt. into "politically partisan" settlements under the pretense of legal doctrine

 

esp bad were those that provided for ongoing (read semi-permanent) federal judge supervision of business and/or local govt practices (esp school districts and police departments!)

 

this new policy makes a consent decree the tool of LASTresort and subject to substantial new procedures protections and limitations
