How are we going to get Voter ID law with Dem controlled House?

Why did Trump have to lose the House to get this passed. Couldn't they have come up with a more creative (and less disastrous) way to go about it? I suppose they could just be making lemonade out of lemons. But also, how is voter ID going to solve problem if FL already has it but fraud is happening in FL now?
