IO think the underlying question here is this: Were the ballots in the facility beforehand hand and withheld (assuming military & ex-pat and mostly R) from turning in to "look like" they came late? Anyway, don't they just have to be postmarked by midnite 11-7 Election Day? That's how most states do it.
