Before you can identify 'who' you must determine 'what' Q is saying.

At times Q inserts statements within other statements which appear to be part of the statement progression, but in hindsight it becomes obvious that this one statement is identifying something else beyond the current ideas presented through the statement progression. Since we already know that Q began their PLAN because of the assasination of President Kennedy, THE OLD GUARD is referring to those who planned, carried out, and covered up all aspects of the murder of a sitting President. THE OLD GUARD are those who brought about a coup. Q, and their plan involves a counter coup, to restore what has been lost as a result of the first coup.
