There doesn't look too be much grass in the first place, so it likely wouldn't burn anyway. Most overhead power lines do NOT have insulation. The picture isn't clear enough to indicate the composition of the lines to be sure.
Take a drive through the burned areas in Colorado from some of the major fires recently. Fires don't burn completely all the time.
Again, you don't know what it's composition is, nor do you know the characteristics of the fire itself, so there's no way to know what you're looking at. Stop guessing anon. You lack necessary information and you're just filling in your own conjecture as fact. It's not.
