FOIA has been more effective than congressional subpoenas for documents. Congress does better in questioning but even subpoenas aren't as enforceable when the target is DOJ employees. Why? Because the DOJ enforces congressional subpoenas.
Anon is correct. The FOIA route is well worth pursuing even if only in amassing requests on the record such that the fees can be shown to be an unfair hindrance in some cases.
Anon, maybe make a bread and begin a list of what to request? Include the guidelines for pursuing fee waivers and such.
