temporaries and corrupt staffers

I still cant get my head around this. How can being a temporary head of some department, be a plus if you want to remove corrupt staffers? What advantages does it give to potus over hiring someone not who is not a temporary pick?

The only thing i can think of is the temporary pick being corrupt himself, and the whitehats using him to set a honeypot trap to the others, i.e. wait for him to communicate them over leaks etc.

But we know that Whitaker is a whitehat, so a honeypot trap is out of the question…
