That’s the $64,000 question. To presume that it’s known where and when the fires will start might be unreasonable; but it might be reasonable to credit knowledge of who’s behind them and what tools they’re using. Not to have stopped this, by fair means or foul, is unforgivable if such knowledge truly exists. If it doesn’t, then don’t suggest otherwise. That can only piss people off, and rightly so.

The same grounds you state for exculpation could also apply to the British. WW2 is more complex: the Germans started the war with preparedness and much better materiel. France and Benelux didn’t have a chance, but not really for the reasons you cite.
