the answer to your question is in article 1 section 1 of the constitution. The Congress cannot seat them and no Governor can appoint a temp. The Governor must hold a special election to fill the seat. If fraud is called , then the fraud claim must make it through the civil court system and be judged on a clear and concise basis as opposed to a preponderance of the evidence basis. If any fraud is found ( like illegals voting) the seat is granted to the opponent.
