The Parts of California being burned are hardcore Trump supporters.
During the 2016 Election no Californian south of Sacramento would put a Trump bumper sticker on a car or put up a yard sign, you'd be physically attacked.
The burned areas from Sacramento north had Trump billboards, and every car had a Trump bumper sticker on it. it is VERY conservative rural.
