Just a thought most people have taken 11.3 as 11/3/2018 but what if it means 11th on the 3rd Hour. The best time to arrest someone is the middle of the night. Also would make sense with the 11.11 (11th hour)
I'm really starting to think 11.3 is referring to 11th day at the 3rd hour which would be about 15 minutes
