Used this Anon's links and went to look at burned acres by state. Turns out Washington State, Oregon, Idaho and Montana have their share of large acreage fires as well.

I'm thinking that if the State gets paid by the feds based on the Fed's rolled up numbers, it is in the states' interest to under report the number of acres burned and somehow divert the disaster award by using accounting magic. Haven't drilled down for other state reporting numbers and used California only because I knew how to quickly find their reported numbers. I am not a forensic accountant (or any accountant for that matter) so how the state receives disaster funds is way above my pay grade. It's a good question though - how are those funds awarded and tracked?
