This is how I think Broward County (and a lot of others do it):
Election fraud is a dynamic thing, that’s why some counties seem so slow in reporting on the night of the election. They need to assess the situation before they can act:
how did the election really go;
how many ballets do we need to destroy;
how many ballets do we need to forge?
And if they manage to arrange a win for their candidate in their district but s/he loses anyway – well then they need to “find” more ballets.
If they need so many votes that the number of ballets they have to “find” is preposterous then they need to go back into destroy/forge mode (lock the doors and get busy).
But then they have the problem of the count they already reported – what they need then is a sanctioned recount.
So Brenda acts up, ignores a court order, gets the people screaming for a “recount” and Brenda wins.
Brenda orchestrated this recount, she has all the ballets found/destroyed/forged as needed, she just needs a process to validate them.
There was a reason Bush and his people stopped the recount and this is it.
