In Clark County voters were given the chance to print out a ballot after logging in using their voter registration. So there must be a record .... somewhere ....

If not [like with a cloth?] ....

Not found out yet who issues non-online, blank ballots and if/how these are accounted for.

Looking at it, it seems the flag must be held from a wire attached further above, as the pole that is visible only fixes the lower end of the flag.
