Q is doing a Q thing.

 

Brackets are often used to indicate a placeholder. [Insert witty remark here] double meanings exist. [LL] could, for example, be Loretta Lynch, another person with the initials LL, two parties featuring L at the lead of their names… And any combination thereof.

 

This concept can be expanded upon multiple ways, to include delegated authority. Let's say, with POTUS out of town, something were to happen and C3 is impaired… What happens?

This can be played on until we get a situation where numerous people are legally acting in place of someone else in a sort of hall of mirrors of bureaucracy, where actions are being elevated above and beyond what a person may believe their own authority to be (normally, person x would be forwarding, say, an intelligence assessment on to group y for review, but because of the celestial alignment with jupiter and the corresponding impact on the price of anchovies in cyrodiil, that person actually just authored an official report).

 

Consider the following scenario. When I worked in Dialysis, there was a clinic with a unique construction that detected a tiny amount of bleach in their RO line following a power outage during their disinfect cycle at the end of the day on the machines. After investigating the issue, Fresenius found it was possible, with a vacuum present on the incoming water line, for bleach in the disinfect cycle (because of a small recirculation line open only during disinfection) to be drawn back into the RO feed line. IE - you need to be in a clinic with the RO reservoir below the machines and have a pump power failure allowing the system to pull a vacuum.

 

Anyway - Fresenius updated their recommended procedures, saying that no patients should be undergoing dialysis while a machine on the RO loop was being disinfected (they did not even specify chemical disinfection).

 

Now… If this was a car or something, it would be no big deal. However, it is a medical device. That means the manufacturer's recommendations immediately become law, because the law points to the manufacturer's recommendations and says "if you're not doing that, you're wrong."

 

The impact was immediate. Most clinics were disinfecting as patients completed their last treatment for the day. They didn't have supplies for the disinfectant containers connected to the machines, and there was a nationwide shortage inside of a day with inventory exhausted back to the factory line. Clinics had to immediately revise their staffing to keep people around to handle the mass wave of disinfection at the end of the day.

 

It was a mess, all because one of the techs at a company forwarded it as a policy proposal to limit their liability in the event of a suit, and it was pushed to publish without much review.

 

Is that what Q means? Future proves past. We'll probably find all manner of things that this could be pointing to, and the genius of it is that Q may have only intended half of them.

Anon, Q said timing is everything. Q then explained that the role of RR and Mueller was to stall for time.

 

A few years ago, I would have been of the mindset that we need to rush in and prosecute the criminals. However, that is how the enemy has prepared. Thus, Mueller performs the function we need while also being a component the enemy feels is part of their own design.

 

Chess… Or Shogi? In Shogi, it is possible for a captured piece to be returned to the board under the capturer's control.

 

Perhaps, though, it's better to think of Mueller and RR as terrain obstacles in strategy games. The mountain range may be an obstacle, but each side knows it is only a matter of time before the other defeats it. The thing is, however, that one side has failed to consider the possibility that the length of time needed to bypass the obstacle was, in fact, not really an obstacle for their opponent.
