I believe the symbology behind 8 people in the picture follow in line with Bill and John II with their feet planted on the national flower represent the story in Exodus 8; suppressing the people into slavery.
The leaked memo referenced in the article mentions Jong II inviting Bill to come back to visit so that he can see the seaside painting in person and "another much more beautiful place." Q reference to slave gardens "Think Children" "Think Slaves" "Think Sheep" applies here too.
