At first glance it looks like standard C. It also looks like it doesn't do anything very useful.
Only if BO copied the code, saved it off in a file, compiled it to an executable and run it. Very unlikely to happen. The code looks totally harmless. It looks to be part of an OS fragment, not useful out of context. Again, first glance, not in depth.
