The problem with any scenario is that large scale rioting would ensue - and chaos. So any explanation the gov. gives would not sink in. Just like anons here.

 

What's the scenario that would minimize loss of life, retain belieavability and have a unifying effect?

After that version the file is different.

 

No idea if this pertains to voting machines. It deals with group id's. So who can read/write a file on a system etc.

 

Basically you could through this file make a hack that doesn't register a certain groups filewrites with the security system in place (for example SE_Linux).

 

It is a kernel level file so the system would have needed to have it pre-installed and/or physically tampered with (assuming they don't update these machines remotely).
