Without the bomb hoax, it never goes public and never forces government involvement. Without the hoax, they could have just blamed the employee. In short, he absolutely could have found a way to hide it, or cover it up, if the bomb hoax didn't happen.

Correct, anon. There's no Constitutional way to void a POTUS once certified by the EC except impeachment and conviction. Unfortunately, that ship has sailed. SCOTUS could rule on the matter, but that falls into the realm of writing law from the bench. We could, of course, pass an amendment to make sure it never happens again, but still, Zero remains as #44.
Note, there's no reason he can't still be impeached and convicted, as that will take away his (and his family's) SS detail and his lifetime pension.
