The Projecting Electronic Ray Weapon, 1930s – 1950s
The Projecting Electronic Ray appears to have been an invention first created around 1936. It was a contract by the U.S. Army and an inventor by the name of William Marchant / Marchant Associates, Inc. Apparently, the inventory could not fulfill his part of the contract, so it was terminated. In December of 1950, the Director of the CIA, Walter Smith, ordered an evaluation of the invention.
The “ray” was supposed to ultimately be capable of delivering powerful electronic energy to a distance in excess of a few hundred yards to cut trees, minerals and metals, and to destroy life by conversation of a sharply tuned electronic ray into heat.

Beamed Energy Propulsion / Beamed Laser Energy Propulsion Documents
Beam-powered propulsion, also known as directed energy propulsion, is a class of aircraft or spacecraft propulsion that uses energy beamed to the spacecraft from a remote power plant to provide energy. The beam is typically either a microwave or a laser beam and it is either pulsed or continuous. A continuous beam lends itself to thermal rockets, photonic thrusters and light sails, whereas a pulsed beam lends itself to ablative thrusters and pulse detonation engines.
The rule of thumb that is usually quoted is that it takes a megawatt of power beamed to a vehicle per kg of payload while it is being accelerated to permit it to reach low earth orbit.
This technology is also part of the research aim of the “To The Stars Academy of Arts & Sciences“. I compiled the below documents to explore the research the U.S. Government and Military has already collected and what they have tested in regards to the technology.

This instruction implements Air Force Policy Directive (AFPD) 91-4, Directed Energy Weapons. It provides the requirements for Directed Energy Weapon (DEW) safety certification and guidance for establishing an operational DEW safety program. This instruction applies to all acquisition programs and operational organizations that test, evaluate, train, operate, maintain, store, or decommission DEW systems, including the Air Force Reserve and the Air National Guard (ANG). This instruction also applies to Air Force research and development organizations when research efforts are ready to transition to an end user; this includes Air Force Research Laboratory (AFRL) programs identified as solutions for rapid capability fielding and/or rapid development programs given to an operational unit for evaluation.

Review Of Laser Lightcraft Propulsion System, October 16, 2017, by Dr. Eric W. Davis
Laser-powered “Lightcraft” systems that deliver nano-satellites to LEO have been studied for the Air Force Research Laboratory (AFRL). The study was built on the extensive Lightcraft laser propulsion technology already developed by theoretical and experimental work by the AFRL’s Propulsion Directorate at Edwards AFB, CA. Here we review the history and engineering-physics of the laser Lightcraft system and its propulsive performance. We will also review the effectiveness and cost of a Lightcraft vehicle powered by a high-energy laser beam. One result of this study is the significant influence of laser wavelength on the power lost during laser beam propagation through Earth’s atmosphere and in space. It was discovered that energy and power losses in the laser beam are extremely sensitive to wavelength for Earth-to-Orbit missions, and this significantly affects the amount of mass that can be placed into orbit for a given maximum amount of radiated power from a ground-based laser.

21st Century Propulsion Concept, April 1988 (Veritay Technology, Inc.)

“This Phase I effort was intended to explore the Biefield-Brown effect, which allegedly converts electrostatic energy into a propulsive force. Activities under this program emphasized the experimental exploration of this electrostatic thrust-generation concept to verify its existence, to verify its operation in a vacuum, and to establish the magnitude of its thrust. To meet these goals an overall laboratory test configuration was designed and developed for quantifying the electrostatically induced propulsive forces on selected experimental devices.
This configuration utilized a vacuum chamber with a torsion fiber type measurement system for direct assessment of propulsive forces. Geometrical symmetries were incorporated in the design to minimize the influence of reaction forces which can arise from nearby bodies, including the walls of the vacuum chamber itself. Tests were conducted at atmospheric pressure and over a range of partial vacuum conditions. Direct experimental results indicate that when an electrostatic potential difference is applied between asymmetrical electrodes of an all metal test device, a residual propulsive force is generated and acts on the device. This residual force acts in the opposite direction to electrical wind forces and to the forces claimed to have been measured in a vacuum by T.T. Brown.”

Electron Beam Systems in Space, June 1977
The “Electro-ring” concept of using electron rings in space for energy storage originated with the author during Rand studies of radiation (laser, particle beam) weapon systems in space. The requirement for large energy sources in space to support military radiation systems is evident from this work, as reported in R-1802-ARPA, Electron Rings in space for Energy Storage (U), and other Rand studies on space-based weapon systems.
The space systems considered here have been examined on an exploratory basis only. The research has focused on applications, under the tacit assumption that the formulated electron beam (e-beam) concepts will be feasible. The author identifies various concepts and discusses their potential mechanization on a broad basis. The level of effort was not sufficient for a rigorous pursuit of the physics and engineering of the systems.
Known physical effects have been factored in as performance constraints: however, many unknowns exist, particularly in the area of electron beam stability. Additional effort is required to resolve technical questions more precisely; project support to date has not permitted such in-depth resolution. Both theoretical investigations and in-orbit experimentation will be needed to determine the future prospects of electron beam weapons and Electro-ring energy storage devices.

Vulnerability Assessment of Charged Particle Beam Weapons
The objective of this analysis is to define and assess the vulnerabilities that might exist in prospective Soviet Charged Particle Beam Weapon (CPBW) systems.
This analysts will then establish the technological base required before countermeasure efforts can be pursued to negate such new weapon systems. Of primary concern in this effort is the vulnerabilities of an atmosphere Particle Beam Weapon systems; hence, only Charged Particle Beam Weapon systems will be addressed, not space-based Neutral Particle Beam Weapon systems.
A secondary objective of this effort is to provide US designers and builders of such weapon systems with an insight into vulnerabilities that might exist in our own systems – thereby to facilitate the incorporation of counter-countermeasure techniques in our systems to probably “hardened” them against attack from early generation Soviet CPBW countermeasures.

Electromagnetic Pulse (EMP) Weapons
The term electromagnetic pulse (sometimes abbreviated EMP) is a burst of electromagnetic radiation that results from an explosion (usually from the detonation of a nuclear weapon) and/or a suddenly fluctuating magnetic field. The resulting rapidly changing electric fields or magnetic fields may couple with electrical/electronic systems to produce damaging current and voltage surges.
In military terminology, a nuclear bomb detonated hundreds of kilometers above the Earth’s surface is known as a high-altitude electromagnetic pulse (HEMP) device. Nuclear electromagnetic pulse has three distinct time components that result from different physical phenomena. Effects of a HEMP device depend on a very large number of factors, including the altitude of the detonation, energy yield, gamma ray output, interactions with the Earth’s magnetic field, and electromagnetic shielding of targets.

NSA Surveillance Program: PROMIS
PROMIS is believed by some to be the forefunner to the now infamous “Prism” program by the National Security Agency (NSA). The “Prism” program was brought to light by leaker Edward Snowden, yet it is now coming to light, that a program has existed long before this new revelation. It was known as PROMIS.
PROMIS is also the name for a Department of Justice computer software program. In the mid-1970s, Inslaw, Inc., a small Washington D.C. software development company, created for the a highly efficient, people-tracking, computer program known as Prosecutor’s Management Information System (Promis). Inslaw’s principal owners, William Anthony Hamilton and his wife, Nancy Burke Hamilton, later sued the United States Government (acting as principal to the Department of Justice) for not complying with the terms of the Promis contract and for refusing to pay for an enhanced version of Promis once delivered. This allegation of software piracy led to three trials in separate federal courts and two congressional hearings.

Advanced Propulsion Study Background
This study was tasked with the purpose of conducting a thorough literature and program search to carry out and document a technical assessment of the latest concepts in science and engineering that show promise of leading to a major advance in Earth-to-orbit (ETO) propulsion.
The study also reviewed and evaluated a select number of credible far-term breakthrough propulsion physics concepts pertaining to R&D work done on or related to gravity/inertia modification, spacetime metric modification, and the extraction of energy from the space vacuum environment. The results of the study are presented and summarized in this report. A combined bibliography of advanced propulsion references was assembled and is presented. The report includes an overview of the recent history and present state-of-the-art of ETO launch vehicle and propulsion concepts.
Also included is an outline and summary of the criteria and operative guidelines that the author used to examine, select and recommend advanced propulsion concepts. The author identified and selected five promising advanced propulsion concepts, and provides a detailed technical evaluation of their breakthrough potential for ETO propulsion.
The Advanced Propulsion Study is divided into two phases. Phase I is a review and documentation of the latest concepts in science and engineering that show promise of leading to a major advance in propulsion, especially Earth-to-Orbit (ETO) propulsion. This phase also included a study of all the concepts pertaining to R&D work done on or related to gravity/inertia modification, spacetime metric modification (i.e., traversable wormholes, space warps, polarizable vacuum representation of general relativity, etc.), and the extraction of energy from the space vacuum environment. At the completion of this phase the author recommended five promising advanced propulsion concepts for further evaluation.
The author then presented an oral review and technical summary of the recommended advanced propulsion concepts at the AFRL Propulsion Directorate at Edwards AFB, CA on January 5, 2004. Phase II involved a detailed evaluation of the concepts identified and selected in Phase I, which were deemed by the author to have the greatest breakthrough potential for ETO propulsion. Phase II collated all of the results and presents them in this final report.
The report contains four chapters. Chapter 1 is an overview of the present state-of-the-art of ETO launch vehicle and propulsion concepts. The chapter also outlines and summarizes the criteria and operative guidelines that were used by the author to examine, select and recommend advanced propulsion concepts. Chapter 2 is a review and summary of a substantial number of advanced propulsion concepts the author evaluated for the study. Chapter 3 presents the author’s five recommended advanced propulsion concepts, which includes a detailed technical evaluation of their breakthrough potential for ETO propulsion. Chapter 4 is a review and summary of a select number of far-term advanced propulsion concepts. The far-term propulsion concepts are comprised of breakthrough propulsion physics concepts that are very credible and rigorous. The report concludes with a combined list of references.

Project Cirrus – Hurricane Modification
Project Cirrus was the first attempt to modify a hurricane. It was a collaboration of the General Electric Corporation, the US Army Signal Corps, the Office of Naval Research, and the US Air Force.
After several preparations, and initial skepticism by government scientists, the first attempt to modify a hurricane began on October 13, 1947 on a hurricane that was heading west to east and out to sea. An airplane flew along the rainbands of the hurricane, and dropped nearly 80 pounds (36 kilograms) of crushed dry ice into the clouds.
The crew reported “Pronounced modification of the cloud deck seeded”. It is not known if that was due to the seeding. Next, the hurricane changed direction and made landfall near Savannah, Georgia. The public blamed the seeding, and Irving Langmuir claimed that the reversal had been caused by human intervention.
Cirrus was canceled, and lawsuits were threatened. Only the fact that a system in the 1906 season had taken a similar path, as well as evidence showing that the storm had already begun to turn when seeding began, ended the litigation.
This disaster set back the cause of seeding hurricanes for eleven years.

Summary
The U.S. military has a long and complicated history in developing directed energy (DE)
weapons. Many past efforts have failed for a variety of reasons and not all failures were attributed
to scientific or technological challenges associated with weaponizing DE. At present, a number of
U.S. military DE weapons-related programs are beginning to show promise, such as the Navy’s
Laser Weapon System (LaWs), the first ever Department of Defense (DOD) laser weapon to be
deployed and approved for operational use, according to the Navy. With a number of U.S. Army
weapons-related DE programs showing promise during concept demonstrations and their
potential relevance in addressing a number of current and emerging threats to U.S. ground forces,
some believe the Army is making progress to field viable DE weapon systems designed to
counter rockets, artillery, and mortars (C-RAM) and address certain types of short-range air
defense (SHORAD) threats.
While DE weapons offer a variety of advantages over conventional kinetic weapons including
precision, low cost per shot, and scalable effects, there are also some basic constraints, such as
beam attenuation, limited range, and an inability to be employed against non-line-of-sight targets,
that will need to be addressed in order to make these weapons effective across the entire spectrum
of combat operations.
DE weapon system development raises a number of national security and international relations
implications associated with DE weapons as well as international law concerns that must also be
taken into account. By no means does the United States enjoy a monopoly on DE weapons
development, and potential adversaries such as Russia and China, as well as allies such as Israel,
have well-established DE weapons programs that, in some cases, might be on par with or even
surpass current U.S. DE weapons development programs, presenting additional national security
concerns to U.S. policymakers

The High Frequency Active Auroral Research Program (HAARP)
The High Frequency Active Auroral Research Program (HAARP) is an ionospheric research program jointly funded by the U.S. Air Force, the U.S. Navy, the University of Alaska, and the Defense Advanced Research Projects Agency (DARPA). Designed and built by BAE Advanced Technologies (BAEAT), its purpose is to analyze the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance. The HAARP program operates a major sub-arctic facility, named the HAARP Research Station, on an Air Force–owned site near Gakona, Alaska.
HAARP has been the topic of conspiracy theories for quite some time, which range from HAARP being capable of modifying weather, disabling satellites and exerting mind control over people, and that it was being used as a weapon against terrorists. Such theories blamed the program for causing earthquakes, droughts, storms and floods, diseases such as Gulf War Syndrome and Chronic Fatigue Syndrome, the 1996 crash of TWA Flight 800, and the 2003 destruction of the space shuttle Columbia.

“The widespread crop shortfalls in 1972 and the energy and fertilizer crunches in ’73 and ’74 have
raised anew the basic question of whether the production of food can keep pace with demand over the next few decades. Concern about the capability of many of the poorer countries to provide for their growing population is widespread and rising. Major international conferences planned for the second half of this year–i.e., the World Population Conference in August and the World Food Conference in November– will focus on various aspects of this question.
There is moreover, growing consensus among leading climatologists that the world is undergoing a cooling trend. If it continues, as feared, it could restrict production in both the USSR and China among other states, and could have an enormous impact, not only on the food-population balance, but also on the world balance of power.
This paper briefly reviews present trends and projections for world population and food production under assumptions of “normal” weather, and then essays a necessarily tentative exploration of the ramifications of a cooling climate. A final section address the political and other implications for the US of its potential role as the main food exporter in an increasingly hungry world.”
