This is pure conjecture on my part but I believe its a multi-tier OP. If we assume the burning of these locations as strategic targets by the opposition that is. Don't have legit sauce as of yet. Workin on moar.
Consolidation of power. Displace RUAL citizens who would normally vote Repub and drive them out of Cali to redraw lines and fill em with a dem leaning base. Illegal immigration. Also, possibly these zones are filled with Gov/mil employees who are loyal to the U.S.A. Marines/ Navy have numerous small installations all over socal. Burning these troops outta their homes could be a stalling/ attrition tactic.
Narrative building. A lot of Celeb and VIP civs have their homes in socal. Having em burn could allow these people to pursue and further a globalist agenda/narrative with their voice. "Muh home burned, orange man bad, climate change blah blah, please vote Dem" This shit could also serve as a media distraction from all of the voter fraud or more.
