I'm not sure but I keep coming back to the main reason Hillary lost is because Comey said she was under investigation and defied Lynch by holding a rogue press conference announcing the email investigation. Then he came back and said a reasonable prosecutor would not take the case. I think it enraged people that she was getting off and made them vote for Trump.
