These ballot-on-demand are ONLY used during Early Voting, which the article stated. In FL, during Early Voting, voters can go to ANY open precinct in their county and vote. That precinct may or may not be their "assigned" precinct. Therefore, the SOE staff are able to print ANY BALLOT, in a single county, for the voter.

On Election Day, each FL voter is REQUIRED BY LAW to vote in his/her assigned precinct. Each precinct has pre-printed ballots for that precinct only. A voter of one municipality cannot vote in another municipality. A voter outside the city limits (county) has a diff ballot than a voter inside the city limits(most of the time, as almost every year, there is some open seat in a city election-which the "county" voter would not be voting on).

On Election Day, voters are voting "in real time", therefore, they are required to vote in their assigned precinct.

Knowing this, the SOE office has the ability to show who has voted during Early Voting, and who has yet to vote on Election Day. (Last day of Early Voting in FL was Sat Nov 3, 2018)

Also, those cases and cases of Provisionals are an obvious Red Flag to those of us that work the polls. There simply are not that many Provisionals on Election Day, even during a Presidential Election which is busier than Midterms. EVER. Unless, of course you have so many illegals voting that are

  1. not registered,

  2. show signatures that don't match to the dead people they are voting on behalf of,

  3. have no ID to match the dead person they are voting on behalf of.

Every LEGAL vote counts.
