This all may be related to the AQ about Water in that all of our State level enviro regulation can be traced back to EPA funding. Either directly or to consulting/foundations that came in a helped set up the framework for the rules. Smart Growth zoning regs are a good example of this. about half the country has regs based off the work of the same company. From what I could find they offered political funding and Green endorsement for officials/candidates in exchange for adopting the regs. Pretty sure this is illegal but is wide spread nonetheless.
