It's a piece of software, supposedly open-source, released under the Apache software license. News agencies can download the software and run their own server, to receive submissions.

So, Gannet/CIA/whoever would need to drop talking points onto the SecureDrop server OF EACH NEWS AGENCY… if that is what they are doing, since it would be far simpler to just send out emails.

Basically you are putting trust in the Tor system. Even then, I would use a dedicated laptop, that I bought off craigslist with cash, and only ever used for this one thing. From a public wifi connection, from the parking lot, staying away from cameras.
