Before we can see arrests, the corrupt elements have to be fully cleaned first. He mentioned some cleaning already done:

 

James Comey, Andrew McCabe, Jim Rybicki, James Baker, Bill Priestap, Peter Strzok, Lisa Page, Mike Kortan, Josh Campbell, David Section, John Carlin, Sally Yates, Mary McCord,

Bruce Ohr, Rachel Brand.

 

But he also mentioned some other names (dirt), without any status:

 

Michael Steinbach, John Glacalone, Randy Colemanl, Trisha Anderson, Kevin Clinesmith, Tashina Gauhar, Sally Moyer

 

It looks like, those have to be cleaned too, but are not (yet). I didn't find any information on this in the past notables, but I am just started with this. If an Anon can make sense of this, it may worth to dig for those names and if there is any information about "resignations" or other valuable information.

I have seen that placeholder is just used as the word we know it. I just found something different - interesting, but may be nothing:

 

The word lieutenant derives from French. The lieu meaning "place" as in a position and tenant meaning "holding" as in "holding a position"; thus a "lieutenant" is a placeholder for a superior, during their absence.
