Could it be possible that when Q showed us the video of Lindsey Graham questioning Kavanaugh about how you have all of your constitutional rights regardless of what nation you happen to travel to unless you are declared an enemy combatant.

Graham concludes with:

Could this be the premise for removing the pardon granted to the BHO admin? You would, in theory, lose your right of double jeopardy and maybe a pardon wouldn't matter.
