If HUSSEIN continued to commit overt acts in furtherance of pre-existing treasonous acts/conspiracy AFTER President Trump took office, any pardon would not excuse the conduct taking place AFTER President Trump took office.
A pardon wipes away any offense against the United States, including, but not limit to, TREASON.
But HUSSEIN was traveling the world and meeting with foreign leaders after POTUS met with them. And people like John Kerry also seemed to be undermining America's foreign policy (IRAN).
My guess is, the whole lot of them (HUSSEIN/HRC/KERRY/et al.) have done things that are criminal or treasonous since 1/20/17, or at least acted as part of a conspiracy (e.g., buying a plane ticket for a traitor would qualify). They probably thought they would have taken out POTUS either by impeachment or something more sinister by now.
I think POTUS knows / has copies of the secret pardons. See Q #341 ("RAIDED by the GOOD GUYS (per POTUS). Shockingly quiet. No leaks? Presidential libraries are put in place to retain control over self-incriminating c-doc releases.").
I think POTUS hasn't used them yet because the damage would be 100% political (no legal use -- 100% optics). Releasing the secret pardons in conjunction with a bunch of indictments, even for process crimes (think AWAN bank fraud), would inflict maximum, permanent damage.
Why not release before the midterms? The better plan was to make them desperate and do stupid things (voter fraud) while DOJ/DHS was watching. NEW crimes and big numbers of criminals are involved with the election fraud we're witnessing, including the media.
