If one were to dig into the various state zoning & environmental regs, and also the Federal, you will find some peculiar similarities in the legalese. Like cut & paste in places.
And, as you noted, everything connects back to Federal funding, with each Fed Agency referring to another Agency's regs. Almost impossible to get a straight answer from anyone. Very Kafkaesque.
Also, in my experience, none of these bureaucrats give a rat's ass about the "environment". It's all about CYA, power & control.
Disturbing to say the least.
